The manual compares two potential target neighborhoods in terms of sources and uses of funds, housing demographics, and costs of operating housing improvement programs.
Neighbor-Owned Affordable Housing Program Guide – 1997
This program guide describes the purpose, benefits and operations of the Neighbor-Owned Affordable Housing (NOAH) program. Through NOAH, the Madison CDBG office provided loans to income-qualified owner-occupants of small rental properties. Program participants were required to live in the properties they purchased and to rent all assisted units to income-qualified households. Training for the new landlords was provided by the Madison Area Apartment Owners Association.
Movin’ Out, Inc.: City of Madison Homebuyer Loan Fund for People with Disabilities – 1997
This manual describes a City of Madison home loan fund designed to assist people with disabilities. It includes a program overview, operating policies and lending guidelines. The loan fund was created to provide a second mortgage on homes purchased by income-qualified households who have members with developmental or physical disabilities. The program’s goal is to allow these households to access housing of their choice within the city.
